Adedeji Ebo, Deputy to High Representative for Disarmament Affairs told Security Council, “we are aware that the Russian Federation has filed an official complaint in line with the provisions of Article Six regarding allegations of biological weapons programs in Ukraine,” adding that the United Nations is “not aware of any such biological weapons programs. This remains the case today.”
Speaking at the Council today (27 Oct) in New York, Ebo noted that “United Nations currently has neither the mandate, nor the technical operational capacity to investigate this information.”
He also said, “as High Representative Nakamitsu mentioned previously, the operations and institutional structures of the BWC must be further bolstered to ensure it is properly equipped and resourced to face future challenges.”
The Deputy to High Representative for Disarmament Affairs reiterated, “the conventions upcoming ninth review conference in November and December this year, presents the ideal opportunity for State parties to comprehensively strengthen the convention.”
