"Until the pumping of weapons and finances to [Ukrainian President Volodymyr] Zelensky's regime stops, American and NATO military personnel/mercenaries/trainers are withdrawn, and the realities we have defined on the ground are recognized, it is premature to start any serious negotiations on security guarantees in peg to Ukraine and Euro-Atlantic. The ball is now on the American side of the field," the diplomat said.
